Council fires back at former engineering contractor

After meeting behind closed doors for 90 minutes Wednesday, the Liberty Hill City Council voted unanimously to send a letter to an engineering firm that it fired last fall listing amounts the Council says the firm owes to the City.
 
"There were problems with David Allen that led to his termination in October (2009)," City Attorney Kerry Russell told Radio Free Liberty Hill after the Special called meeting. "After his contract was terminated, he made demands for additional funds. When the City investigated, it found he (Allen) really owed the City money."
 
Allen Engineering Group served as the City's engineering contractor from 2005-2009 through the startup of the City's new wastewater system. David Allen, who serves as President of the firm, acted as Project Manager/Design Engineer for Phase I of the City's pressure sewer system. He regularly attended Council meetings providing elected officials with updates on the sewer project.
 
On August 24, 2009, the Council voted to begin negotiations with Steger Bizzell to handle engineering services for the City. At the time, Allen was still under contract. Council member Jack Harkrider said as negotiations progressed to create a city department that would provide both water and wastewater services, it was in the City's best interest to have an engineering firm with expertise in more than just sewer systems.
Mayor Pro Tem Charles Canady told Radio Free Liberty Hill after that meeting that Allen had done a great job for the city and Canady had known Perry Steger for years. (Read the Story

Russell said Wednesday that Allen's contract was terminated before Steger Bizzell was hired.
 
He said Allen sent the City a letter claiming he was owed "$75,000 to $80,000 for work he completed. He (Allen) said it was work that was in progress at the time his contract was terminated. There was work that he said he completed that he didn't." 
 
Russell said he would be speaking with Allen's attorney this week in an attempt to settle the dispute.
 
Also in Executive Session Wednesday, the Council was scheduled to discuss issues relating to Building Inspector and Code Enforcer Pete McKinney. When the Council reconvened in open session, it took no action regarding McKinney, who in a Council meeting last week claimed he had been instructed by Canady to waive more than $45,000 in permit fees. (Read the Story)
